There is hereby created and established a police reserve unit, the members of which shall be appointed by the chief of police with the approval of the city manager.
Members of the police reserve unit shall serve on a voluntary basis without pay or compensation.

(a) The chief of police shall be the commanding officer of the police reserve unit and shall have complete control of the recruiting, assigning, training, stationing, and direction of the work of members thereof.
(b) The chief of police shall, with the approval of the city manager, formulate and prescribe the necessary rules and regulations for the conduct and control of the police reserve unit. The police reserve unit shall consist of not more than 10 members.

The members of the police reserve unit shall have police powers only when actually called on active duty by the chief of police. The police reserve unit shall be ready at all times to assist the department of public safety in periods of emergency, disaster, or any other occasion when additional forces may be necessary or desirable as determined by the chief of police.

The city is hereby authorized to expend funds from any legal available source for the operation and expense in the maintenance of the police reserve unit.

The appointment of any member of the police reserve unit may be terminated at any time by the chief of police or the city manager.
